Fireplace installation in Naperville: permits, codes and inspections
Naperville's Guide to Building Permits lists exterior fire pits and fireplaces among the projects that require a permit from the City (source: City of Naperville Guide to Building Permits, 601 Guide to Building Permits, revised 10/31/2022). For a homeowner, that means a new fireplace is not a weekend project you can fit around the furniture. The permit, the plan review and the inspector's visits are part of the timeline from the start.

Masonry and prefabricated units are permitted differently
The City's residential permit schedule treats the two main kinds of fireplace as separate special permit types. Each type has its own minimum number of inspections:
| Fireplace type | Permit listing | Minimum inspections |
|---|---|---|
| Masonry fireplace | Separate special permit type | A minimum of 3 inspections |
| Pre-fabricated fireplace | Separate special permit type | A minimum of 2 inspections |
What this changes for you is mostly planning. Deciding between a site-built masonry fireplace and a factory-built unit decides which permit type applies and how many inspector visits to expect. A masonry fireplace carries at least one more inspection than a prefabricated one. Those visits need to fit into the work schedule, so it helps to settle the fireplace type early, before anything is ordered or opened up.
Which code editions plans are reviewed under
Under Ordinance 26-010 (February 2026), Naperville reviews all plans submitted on or after April 1, 2026 under the 2024 International Residential Code, 2024 International Fuel Gas Code, 2024 International Mechanical Code and 2024 International Fire Code, among others, with local amendments in the Naperville Municipal Code (source: Building Permits | Naperville, IL).
In practice, a fireplace plan submitted now is checked against the 2024 editions plus the City's own amendments, not an older edition. This matters most for gas units. The fuel gas code generally covers gas piping and gas appliances, so a gas fireplace and any new gas line are part of what gets reviewed along with the framing, clearances and venting.
Outdoor fireplaces count too
A fireplace on a patio or in the yard is not exempt. The City's Guide to Building Permits lists exterior fire pits and fireplaces among the projects that require a permit.
Fireplace installation in brief
Installing a fireplace means fitting a new fireplace where there wasn't one, or where the old one is being replaced. The work runs from picking a wood-burning, prefabricated or gas unit that suits the room and the venting available, through setting the firebox, venting it properly with a chimney liner or vent system, and finishing the surround. Gas fireplace and gas appliance work is offered, including the gas line. Our fireplace installation service covers each stage in detail.
Making sure a new fireplace is the right job
A full installation isn't always what a home needs, and choosing the right job early keeps the permit work to a minimum. Here are the common situations and the job that usually fits each:
- No fireplace yet, or an addition or remodel: a new masonry or prefabricated fireplace, permitted under the matching permit type.
- An existing masonry fireplace that burns poorly or loses heat: a fireplace insert set into the current opening may suit better than tearing it out.
- A worn-out factory-built unit: replacing the prefab fireplace with a new one.
- Wanting gas instead of wood: a fireplace conversion, gas log installation or a new gas fireplace, depending on what's there now. Reading about direct vent vs ventless gas fireplaces first helps you narrow down the venting choice.
- Unsure of the existing chimney's condition: start with a chimney and fireplace inspection before committing to new equipment.
